The Rimutaka Incline Railway Heritage Trust is a licenced rail operator and network access provider, and will operate the line. Initial construction and later operational requirements will most likely require paid staff in order to meet timelines and achieve desired outcomes when working with contractors, but there will be a continuing need for and involvement of volunteers to operate the line.
